PROVINCIAL NOMINEE PROGRAM (PNP)

The fundamental points that make the Provincial Nominee Program (PNP) a perfect fit for a potential immigrant are:

  • This program is for PR aspirants who intend to reside in a particular province or territory.
  • These aspirants need to have the skills, education and experience to contribute to the economy of the province or territory.
  • The program enables the provinces and territories to nominate the applicants.
  • All provinces and territories (except Nunavut and Quebec) have their own respective streams and corresponding requirements.
  • The term “streams” refers to the immigration programs targeted at certain groups.
  • Each of the PNPs has at least one stream that can be calibrated to fit in the Federal Express Entry System.
  • A provincial nomination leads to an additional 600 CRS points to an existing Express Entry profile.
  • Owing to the additional points and the increased CRS score, the applicant most probably receives an Invitation to Apply (ITA) in the following draw.

APPLICATION OPTIONS

Depending upon the PNP stream one is applying under, the application process may be either Paper Based or Express Entry. Following is a brief description of these options:

Condition

  • When applying to a Province/Territory under a Non-Express Entry Stream.
  • Need to meet the eligibility requirements of the Province/Territory.

Description

  • Apply to the Province for a nomination.
  • Once nominated by the Province or Territory, one needs to submit a paper application for PR to IRCC.

Condition

  • When applying to a Province/Territory under an Express Entry Stream.
  • Need to meet the eligibility requirements of the Province/Territory.
  • Need to meet the minimum criteria for Express Entry and be eligible for at least on of the programs it covers (FSW/FST/CEC).

Description

METHOD 1:

  • Contact the Province or Territory and apply for a nomination.
  • If the Province/Territory agrees to nominate, the applicant will need to create an Express Entry Profile (or update their existing one) and indicate that they have been nominated.

METHOD 2:

  • Create an Express Entry Profile and indicate the Provinces/Territories of preference/interest.
  • On receiving a “Notification of Interest” from a Province/Territory, the applicant needs to contact the said P/T directly.
  • The applicant then applies to their Express Entry Stream.
  • If the province intends to nominate such an applicant, they will do it through their account and the applicant needs to accept it electronically.
